The Office of Research and Development of NCKU was formerly known as the Research and Development Committee, or referred to as R&D Committee. The R&D Committee was established in October 1971, and its organizational regulations were approved by the University Council in April 1990.
In July 1991, President Ma appointed Professor Weng Hung-Shan as CEO of the R&D Committee, and established three divisions: Strategic Planning, Project and Industry Cooperation, and Academic Cooperation.
Due to NCKU’s rapid development, the R&D Committee has become increasingly important. In order to meet the needs of NCKU's academic research planning, integration, industry cooperation and academic cooperation, it has become an independent operating unit for practical functions. Therefore, in the 5th University Council of the 1994 academic year, the R&D Committee was renamed the Office Of R&D(ORD) after the amendment of Article 8 of NCKU’s organizational regulations. NCKU Regulations Governing the Establishment of the Office of Research and Development were approved in the 7th University Council of the same academic year. In addition to the original three divisions, the instrumentation equipment center was established for integration and planning of NCKU’s relevant instrumentation and equipment, bringing further into play the overall function of ORD, which will be more beneficial to NCKU’s teachers and students. In June 2006, the Office of International Academic was established. The Academic Cooperation Division of ORD Department was converted into the International Cooperation Division and shifted to the Office of International Academic.
In August 2014, the organization further established two new divisions, namely the Innovative Research and Development Division and Institutional Research Division, and changed the Project and Industry Cooperation Division into the Project Administration and Assessment Division in tandem. In April 2020, the organizational function and human resource inventory was carried out for consensus building and self-positioning, with the goal of “improving the NCKU's basic R&D performance and software and hardware research environment” for organizational downsizing. The Strategic Planning Division has been downsized as its role and function of resource allocation has gradually diminished.
In February 2021, the NCKU Center for Micro/Nano Science and Technology was renamed as Core Facility Center, to be responsible for the operation of the core facilities and research equipment of NCKU. The instrumentation equipment center ORD was incorporated into the Core Facility Center. After adjustment of the ORD’s organizational structure, there are three divisions now including: “Innovative Research and Development”, “Institutional Research” and “Project Administration and Assessment”.
NCKU is committed to innovative scientific technological and cultural research, enhancing the growth momentum of innovative industries, and has been actively promoting academic research of teachers and students in NCKU, so as to improve the quality and quantity of basic academic and applied research, with the vision of “future positive” of NCKU, ORD aims to achieve “academic excellence”, “social impact”, and “sustainable development” on research and development with the vision of ‘infrastructure positive”, “innovation positive”, and “impact positive”.
